The whole flip it thing is an inside running joke.

Aesthetically, many prefer to have the stem with negative rise (angled downward in relation to the steerer tube).

However, most rational people recognize you should position the stem to achieve the best bike fit for you, even if it means angled upward.

The whole "flip it" became a joke,and is usually used sarcastically on this forum.
