You can do the same thing with a Nitto F15 and different rando-style bag options made to hang from it.
Rivendell and Ostrich offer some (Alex's cycle if you want one of the Ostrich bags).
I recently had Ely at Ruthworks make a small custom F15 rando for me - sorry, no photos yet.

Ely also makes a nice little brevet bag that doesn't require a rack.
