I've not had the chafing and problems you describe and have never found a chamois cream necessary, but also have a habit of keeping the entire area tidy with a clipper and
#2 guard. YMMV.
The shorts are snug, correct? I do see some guys with loose cycling shorts, which seems like a recipe for chafing.
