That is not a tab for a number plate. It's a peg for mounting a pump.
After seeing the reply that the tab that looks like a number plate mounting tab is a pump mounting tab, I can not find a picture anywhere of a pump that is mounted using this tab. If anyone has seen such a pump, I'd love to see it and hopefully find one for sale to complete my bike!
