This is actually quite common and sometimes done intentionally, which is really sad. I think there's some kind of mechanism on Strava to flag suspicious KOM's, which Strava will then review and take corrective action.
There is a place to flag them, but Strava doesn’t make it easy to do. You can’t use the app. You have to open the browser and find the guy’s time and so on.
Strava should have something to looks at these automatically. Or at least make it simple to flag and bring it to their attention.
