For throttle lock, I use just rubber O-ring just to add friction to the throttle, on or off is 100% rider controlled.
Not a common practice, but I've been doing that on my motorcycle throttle for decades.
There's no designated area for bikes on the LIRR, but full sized bikes aren't allowed during peak hours. All folding bikes, as well as the TONS of electric scooters are allowed at any time. There are areas where the flip up seats provide a space for whatever, but they're actually handicapped/wheelchairs.

As far as the twist throttle is concerned I have bad carpal tunnel in my wrist, so I actually need either a true thumb throttle, OR a finger type throttle. This is as close I'll get without wiring mods, and I'm not going that route right now. I'm attatching the thumb throttle adatpter later this weekend. I'll post a pick when I do.
