With a saddlebag/pannier, he appears to be a commuter. You may want to stakeout that path a half hour before and after when the incident happened. I would also talk to every business and resident (Ring doorbell) to see if they have video cameras. I would also take the picture of the offending cyclist to the police. Best of luck.
