My steel and titanium frames have Record BB installed on them. Keep the Campy thread locker in place and add some light grease such as white lithium to the BB shell threads, then wrap the BB cups with three wraps of teflon thread tape. It works perfectly on my frames. Never come loose and come apart without any trouble. My nickels worth of wisdom.
I have done exactly that with Shimano square taper and HTII bottom brackets, also in both steel and Ti frames, with the same excellent results. At that point the factory thread locker is moot but I don't bother removing it.
