Enough workers get killed that they created attenuator trailers or have 2 vehicles with the rear an unmanned blocker.

Guess I just imagined the couple of delivery guys who just stepped right in front of me in exactly this scenario. Sorry, but I don't think the delivery driver is doing the same things as your work crews. For one obvious difference, the delivery guys are solo. Most delivery drivers absolutely avoid crossing this way because it's incredibly dangerous.
