How is the angle and contact surface of the pads? Possible pad surface contamination. Just throwing that out there as a possibility

Edited to add:
Just noticed the width of concave/convex washers are not the same between the front and rear brake photos, the rear is using a wider spacer, maybe that is throwing off the angle of the pads meeting the rim.
