The plus side is no retaining nut means that modern high number cassettes won't have interference issues between the small cog, chain, & the frame/hanger nut.
You might braze on a hanger to both sides & remove the unneeded bit on the NDS so that both dropouts are the same thickness (8-9mm-ish) so that long axle nubs & QR's play nicely.

Interesting. The more I look at this, the more I like the idea of replacing the dropout with a new one.. All the choices mentioned would work well though. Plus, I would get to play with a torch! Thanks all for the input.
