That frame is small enough that any formula of steel will prove to be very stiff.

Maybe consider raising up the bars a good bit for road riding and wrap the entire bars, not just the drops. If you are riding in deep drops on the road, your head is so low (aero) that it is very difficult to see what is beside you or approaching from the rear (cars and whatnot). Wrapping the bars up to the tops will allow you to cruise upright and be more comfortable. You have several months before track season. When that time comes, you can unwrap them so you can remove the brakes.
