The paint job looks tired and there is considerable rust on the parts. Yes it can be cleaned. That said, I'd value it at maybe $500 as it sits and I'd be hard pressed to pay that much given the rust on the chrome fork and rear socks. That much rust indicates that there are likely issues inside as well.
