@Steve B. My 830 rarely connects automatically but I've learned that simply opening the Garmin Connect Mobile app will connect the phone every single time and it stays connected even if I close the GCM app. And uploads automatically too.

Having said that, take note the the new iPhone Pro with io 13.1 is having connection issues with some Garmin forum users.

Edit: There's also a beta version of 830 software available now (4.21) that says it fixes phone connection issues with iPhone 11 Here's a link
