There are definitely plenty of 22.2mm quill stems out there that don't have any folding mechanism. The problem is that they usually are pretty short. For a high-rise, you could find a Nitto Dirt Drop MT-10 stem, which is going to be about the longest out there. If you want more reach, you could get a Technomic, which would be the same length out of the steerer tube but greater reach to move your bars farther forward. One thing you could try is a quill to threadless adapter which will allow you to stick any number of 1 1/8" threadless stems on your quill adapter. I ride this way on my 1983 Univega, as the quill diameter is 21.1mm, the old BMX size. I have an adapter in there and atop it sits a Redshift ShockStop stem. It's really ugly but it works great.
