Yes, that is the VO stem adapter. It's 120mm from the min. insertion line to the top of the stem adapter. From what I saw in pictures, some stems are about 10 mm shorter in height where they attach to the steerer, so you might have a little bit of space left above the stem unless you put a spacer just below it. Kind of hard to explain. Do a google image search and you'll see what I'm talking about.

But yes, it's nice.
