Just did a bit of research here--Section 200 of the Ontario Highway Act is the hit and run provision, and it applies to "every person in charge of a vehicle". Bicycles are vehicles under the Act.
Penalty is a "fine of not less than $400 and not more than $2,000 or to imprisonment for a term of not more than six months, or to both"
