Because the World cups only allow a certain number of riders per country based on UCI ranking you don't have as many Belgians racing and stacking the top of the results sheet like you would at a GVA or Super Prestige race. Guys who regulary finish in the top 15 of GVA an SP races like Rob Peeters,Sven Vanthourenhout, Wilant van Gils and Tom Van den Bosch don't even get to race World Cups. That's the problem with being from such a dominate cross country.
