Yes, but the freehub and cassette are easy. The hard part is the brifters. You'll have to get Dura-Ace 8-speed STI brifters. They have a different cable pull length than all the later indexed Dura-Ace, 600, Ultegra and 105 brifters and rear derailleurs. A normal Shimano 8-speed cassette and 8- 9- or 10-speed freehub will work with the 7400 STI setup.

This is the setup I have on my commuter, though I also have 7400 hubs. But I use a normal HG-70 8-speed cassette which you can buy anywhere for cheap. No need to go high-end and get very expensive and out of production Dura-Ace 7400 cassettes.
