Try cargo shorts with a T-shirt. Works fine around town and on shorter rides. For the longer rides, I prefer bike shorts with chamois and bike jerseys with back pockets, but they are not essential. A ten mile ride with shorts and T-shirt works fine for me and does not cost me any extra money.
