Not really (mostly it's built a bit warmer than pure summer kit) but you've got these leg and arm warmers which come in white, are made for summer use and are very light. Just combine with your favourite shorts / jersey.

I've tried the arm sleeves in about 37C degree heat (that's 98.6F) in the sun and you can spray a bit of water on them to cool you off (better than spraying warm-ish water on bare skin), but otherwise it's not exactly -as- cool as bare skin + sunscreen, or that's my perception. Didn't try the leg thingies, but they've got them too.
