Don't know about where it states anything.
But like many other forums, new users aren't typically allowed to post pics. However just upload your pic to a hosting site and write the URL in the plain text message of your post. Don't use the link tools or file upload tools. Might have to obfuscate the URL some. Remove the http:// or change "." to "dot". Be devious, use some initiative.
Usually about ten posts and a day or two after the tenth post and you'll be able to upload pics.
