That's actually one of the better ones of those I've seen. Usually, it's just some poor old beach cruiser with bent conduit duct taped or hose clamped to the frame to cradle a board. This one uses some pretty nice fittings and was not real cheap to build, and it's on a bike with a Brooks (Colt?) and Continentals. I give this guy props.
