You probably don't have room in the budget for a Technomic stem unless you get very lucky. Maybe Wald makes something you could find cheap. I have a 28.6x350 Ultracycle seatpost that I used as a hole filler when I painted my clunker. I'd offer it to you for the cost of shipping, but that might still blow your budget.

Basically, I think you're going to have to ride a non-fitting bike to make that work.
i think I might have a solution for a stem, which will be bullhorns I think, or straight bar.

The seatpost stash might turn up something.

i am definitely going to have to be strategic and creative here.

I have a pair of 27x1.25 tires I got for 15, so that means the rest has to be done under $43.
