A big part of this issue is that most buildings were built before the advent of things like HEPA filters. Also, having operable windows are usually less efficient as automated HVAC systems that are designed to operate efficiently from an energy consumption point of view will "fight" with the open window/doors unless the HVAC system and operable windows are designed and manufactured to work together (new stuff that is spendy). And, in schools and public buildings, operable windows present a security risk.
As for the public health agencies, the current environment baffles me. It's really sad that there is so much lack of trust in those agencies.
A HEPA filter is a disposable device which can be fitted to any air handling system and it doesn’t even have to be HEPA. MERV grades still help a lot and you can make an effective air cleaning device out of a box van and a filter.
I completely understand the lack of popularity trust in the agencies, especially the CDC, whose comms have been simply textbook bad.
