So I got all ready to do that, and a the first nudge, the freewheel spun right off. "I must have loosened it!"
Then I figured I'd take off the cogs and swap in a 22 and 26 cog I have for the 21 and 24. COULD NOT spin off the low cog to save my life. No dice. I ended up just buying a 13-26 freewheel.
My favorite trick for a stuck freewheel is to put the removal took in a vice, and turn the wheel to get it loose. Does NOT work for cassettes, obv.
