With respect, this isn't the best place to seek help identifying the rider. This audience is spread pretty thin all over, and only a tiny percentage of members have ties to the local scene in Toronto.
If you haven't done so, try the local press, where there's much better odds of reaching someone who might recognize him.
Also, print some of the photos and make the rounds of bike shops there.
