I've looked at quite a few of them and have never found an
offline one that didn't work offline. You do have to explicitly download the maps you need (some of them might default to using online data).
Many of them use Openstreetmap data (the quality of which can vary). Some of them also provide topo lines.
Even if you use/prefer paper maps, an offline map app could still be useful.
Here are a bunch of good ones (I have at least some familiarity with):
- Organic maps ("fork" of maps.me).
- Maps.me (free with decent features but might be too "commercial". Check out Organic maps.)
- OSMAnd (topo is an inexpensive upgrade).
- Guru Maps (expensive). Has topo option.
- Orux maps. This was one of the first off-line apps. I haven't looked at in a while. Android.
- Gaia (hiking focused).
- Backcountry Navigator (hiking focused).
- Locus maps (feature rich but was a bit annoying dealing with maps). Android only.
(Not a fan of subscriptions. A few of the above are subscription based.)
