I've found the nozzle will have ice form at temps in the mid 20 on my winter commutes (roughly 1 hour ride). The bottle never freezes solid, but I'll chew the nozzle to get it to flow freely.
Fully frozen bottles takes colder temps ... but 4-1/2 hours would be enough to see some freezing/ice if water
could freeze in sub-freezing wind-chill temps with air temps above freezing (spoiler alert: it won't
)
