I agree that the Continental Ultrasport II is possibly the best all-around performing tire for the money.
Fortunately it is (one of very few tires) available in 27" which has actually been tested and rated at the bicyclerollingresistance.com website.
Features are excellent/low rolling resistance, thick tread, decent puncture resistance, good mileage and as you said it has a good ride quality.
All for under $20 online, and widely available.
