I have an extension called Print Friendly & PDF; if I click it fast enough it'll capture the article before the paywall comes up. Also, when I originally went there, I could read the article, though they encouraged me to subscribe.

ETA: And now it goes straight to the paywall. Sorry. Basically it was talking about plans to link up all the Sac area and north trails into one rideable network.
