I used Velo Orange 45mm fenders. I had no trouble with 700x32mm tires, but the 35s didn't give me as much breathing room as I would've liked. The fork crown also necessitated crimping the fender, making it a VERY tight fit. Some people have said they got 38s in the frame without fenders, but I'm skeptical whether or not they measured 38mm. I had measured 35s and felt like anything wider would've again left very little breathing room.
FWIW, this is my exact experience on my 86. 35s work but its close for comfort. Also 45mm VO fenders. SKS may have a little more room. 32mm fits just right with 45mm fenders. I didn't have to crimp at the fork crown though, I just squeezed it in there.

It is wearing 35mm here, all other photo sets are 32 mm (found here), although the earliest photos are 27"x1 1/4 before I swapped to 700c.
