I'm ok with criticizing a mandatory purchase policy, but let's not pretend that infrastructure choices don't involve coercion.
Human society involves coercion. From the foods we eat to the clothing we wear. The majority moves the directions we take, others follow along or are seen as outcasts. Infrastructure is built to satisfy the demands of society.
Which is not to say that the choices made may not be poor. But generally speaking the majority thinks they sound like a good idea at the time.
