Exactly. The drivers around here get constantly reminded of that, particularly in the city of Layton. There are "Bikes may use full lane" signs all over the place to keep reminding them.
We have a few of those signs too. There need to be more of them.
Cyclist need to learn the rules of the road too. It only takes a few that are oblivious of everything but themselves to P.O. motorist's towards all.
