The decals look to be in great shape for a Bottecchia of that age, which sort of makes me think repaint, but, if it fits you and is a price you can live with, it should be a decent ride (assuming it actually what it says it is). If I were looking at it, I'd buy it based on what I valued the frame for, because I'm the sort the takes bikes of that vintage and rebuilds them with 10 speed campagnolo parts, which would mean new wheels in this case too (probably also new seatpost and saddle and maybe new stem and bars - though I'd wait on that until I saw the measurements of those and if they worked for me).
