I'd still recommend buying a bike for the intended majority use. If there are more than one intended use, then buy multiple bikes. Since many won't want to buy several bikes all at once, just fill the need for the majority of the expected riding first.
What if the intended use it to ride it? A hybrid seems like a perfectly reasonable choice based on the OP. I don’t get it.
