Looks like a catastrophe waiting to happen to me in my opinion. Frame pumps, including Zefal, Silca, etc, have been known to pop off the frame without warning on a hard bump. Where you mounted yours it looks like it would go right into the spokes.
BTW, the term is "Jerry Rigged", not Jury Rigged.
