+1. I don't see having it on the seat stay as a big problem but mounting it on the seat tube with the chrome holder that's already there or moving the holder to the top tube would be much more practical and easier to take on and off when you need the pump. Also put some protective tape on your frame where the pumps two plastic "wings" come in contact with it or they will wear through the paint.
