Colonel Sanders - If you are lucky, you can find a pick up a frame/fork for under $500. Full bike in that condition is closer to $2000.
I have less than $1200 in this one built up from the frame/fork with HS. Found some good deals for some of the parts and some came from the parts bin.

With patience and knowledge, you can built one for a reasonable cost. In my case I found a couple of really really good deals. The wheels were less than $150. If you were to buy the parts individually it would be more like $500 or more. They are made up with Campagnolo 10speed Record hubs with the cassette, Ambrosio Nemesis rims and came with Conti 400 tires. Check ebay for those items and see what is being asked or what they sold for.
