If you're using Windows you can use the free included program MS Paint for basic photo editing. Press the Start button on the windows toolbar, then select Programs>Accessories>Paint. Open the picture in MS Paint, use Image>stretch/skew to resize the picture to about 40% of it's original height and width, then save as a jpeg. If it's still too big, you'll have to learn by trial and error how much to shrink it.
