Looks like it could be a very nice frame but, as others have said, definitely not a Cinelli.
It might have a Cinelli bottom bracket shell but those were available to anyone who wanted to buy them.
More detailed photos of the seat cluster, fork crown, brake bridge, fork ends, and dropouts might enable us to identify the builder.
Looks like it's a bit large for whoever set the saddle at that height.
