Might be good to remind him of his rent-a-cop status. I like to whip out my cell phone and have, or pretend to have a conversation with the head of security, CEO, or some higher up.

"Hi there Bob, I hate to bother you for something so trivial, but you know how I've been parking my bike in the building for ever, well I'm wondering if you could check with your people about the policy and let them know you don't have a problem with that...."

It's too bad, but usually they don't have the discretion to think for themselves, so bouncing it to a higher up gets them off the hook, and sometimes pretending is enough to give them an out and save face.
