Cabins are open in most locations.
All hotels will remain closed for the season.
The key issue is staffing - -
Most seasonal employees - park service and concessions - live in dorms.
And they are often young folks who like to party.
So the park service wants a minimal number of temp employees.

September used to be a glorious time for local Wyomites to visit the park.
No longer. With Boomers retiring, the Sept season is almost as crowded as summer.
Plus with reduced services can be harder on a bike tour.
Add to that the MUCH reduced services this year and it might be really tough.
All campgrounds except Slough Creek have hiker/biker campsites.
Madison - so-so, right behind the check-in station but they usually offer free coffee
Grant - just a basic campsite, but some services may be open nearby.
Canyon - great sites off the beated path, showers, store nearby
Bridge Bay - meh, a parking lot, and no nearby services
Norris - nice, esp. visiting the geysers at dawn or dusk when nearly empty
Indian Creek; Pebble Creek - remote, but nice
Lewis Lake - mosquito heaven
Mammoth - a bend in the highway

Snow anytime in September - it's usually gone in a day or two.
Absolutely beautiful sapphire skies, but it an be chilly - down to 20F.
