What are the issues you are encountering?
Where I am, I am accredited to ride our moto on the velodrome. To obtain accreditation I had to be publicly licensed to ride a motorcycle and also provide proof of extensive bike racing experience and thus velodrome conduct knowledge. In saying that I am purely accredited to motor pace under the direction of a rider or coach. I am not allowed to provide any coaching from the bike unless I hold a coach accreditation. Our track is a flat, only slightly banked 397m track and if I were to turn up to a very different say 250m banked velodrome I highly doubt I could just get on a moto and go without someone attesting to my experience there also.
