Well, I read it as he was car free by choice, for 4 years, until
he couldn't see as well anymore due to age. Then when he got that taken care of & when
he could see clearly again, he realized that due to external factors (cars, car driver negligence) his feeling of living in a safe environment evaporated. So, he chose to acquiesce.
He made a good 4 years in our current system of all-but-forced car dependency.
I think he deserves some credit.
