No it doesn't. And you want a low enough gear to have a decent cadence if you need to go that slow a lot, say towing heavy trailers or just a heavy loaded tourer, for instance. It's much more difficult for me @ low rpm.

Same with riding no-handed. I like to have a nice cadence for it. It took me forever to learn how to go no-handed for a long distance.
