For a random employee it may be more forgivable, but it's her job to know that by identifying herself and her employer on social media, she is representing them and potentially damaging their reputation and business. Not necessarily for "saluting" the President, but she should have been at the minimum silent about it online.
This is a good point and key.
I'm a federal employee, and we have something called "The Hatch Act", on which we get annual training, so we know exactly what is and isn't acceptable.
