Did you try to pin it up? When my old Blazer did that I tried spraying fabric adhesive in there but that didn't work. I just pinned and stapled it as best as I could. I was not going to take the headliner out. I would have just ripped the fabric off first.

Make sure you cover all the upholstery. Painting a ceiling with a brush can get pretty messy.
I'd probably go with spray-on bedliner, but that would take more prep - a lot of masking.
I did order some twist pins from scambay but honestly I suspect the fabric is deteriorating so quickly it''s still going to fall down in pieces. I think ripping out the fabric and painting makes the most sense but I am not experienced with this.
