Unless you rode the bike a lot previously, I'd not bother changing the freewheel.

I'd do the following:
Clean everything
True wheels
Repack wheel hubs with fresh grease
Repack headset with fresh grease
Replace cables and housing
New brake pads if they need it
New chain
New tires if the old ones are worn/dried out
