I really don't think that's true with modern technology. I have an intermediate price jacket (Altura Nevis) which is really very good at getting rid of perspiration. I have a friend who has a jacket made with eVent who tells me that it is just amazing. I have occasionally worn my Altura jacket as a windproof layer as on colder days it is very capable of keeping up with my rate of perspiration.
